      With the advent of the European merchants the cotton and silk textile industries received an initial fillip. Under the Mughal Emperors, there was, however the system of confirmation of the proprietary right on the soil to zamindars, or inheritance of zamindari. With the change of time, however, and in particular with the advent of the European merchants Indian towns and cities also gradually began to assume industrial and commercial character. During a terrible famine broke out in the north-western India followed by pestilence which took a heavy toll of life. One of the biggest failures has been the very inadequate use of the public resources generated by economic growth to expand India's lagging physical and social infrastructure in sharp contrast, for example, to what China has done : there is a continued inadequacy both of social services such as schooling, medical care and immunization, and of physical services such as the provision of safe water, electricity, drainage and sanitation. This was a great waste of the state income.

      Babur had, however, a keen sense of perception of nature and art as we know from his memoirs, and even during the very short period of his rule consumed mostly by warfare, he did not fail to undertake certain ambitious building projects at Agra, Sikri, Gwalior, Dholpur, Kiul and Biana.       But with the decline of agriculture due to lack of initiative and enterprise oppression by the overlords, other industries also began to decline. This failure is widely attributed to rampant corruption at all levels of government. Opium, an agricultural produce, was exported after meeting internal consumption. According to Manucci in southern India where oppression was equally severe, the lot of people leaving rural areas was only to accept slavery or to resort to armed resistance. Abul Fazl tells us that silk industry was patronised by Akbar.
